About Us

NCALGESO was founded in August 1975 during the North Carolina Department of Labor Safety School in Wilmington, NC.  NCALGESO was originally founded to combat the rising cost of worker’s compensation rates.  While in Wilmington a seven member committee was appointed to develop the organization’s first goals and bylaws.     On October 31, 1975, this seven member committee met in Raleigh, NC, and the organization’s goals and bylaws developed. 

The original bylaws proclaimed the purpose of NCALGESO was to encourage a closer relationship and a greater degree of cooperation among Local Governmental Employee Safety Officials; to offer an opportunity to discuss and exchange information, ideas, and experiences, to keep informed as to the current progress in the field of Occupational Safety and Health as related to local governments; to cooperate with the North Carolina Department of Labor; and to promote the interest and welfare of North Carolina local governments.

NCALGESO’s original founders were:
Hubert Tarkenton, City of Elizabeth City;
William Silver, City of Charlotte;
Marion Berkley, City of Raleigh; and
Grover Nicholson, City of Greensboro.

Billy Creel, former NC Commissioner of Labor, and Frank Lewis, a former member of the NC Association of County Commissioners were instrumental with helping NCALGESO obtain its charter.

The first semi-annual meeting was held on April 20-21, 1976 in Raleigh, NC at the Sheraton Crabtree Hotel.   On April 21, 1976, NCALGESOs’ bylaws were officially adopted and it’s first officers and board members were nominated.

Watauga County

The first board meeting was held on August 11, 1976, at the Wilmington Hilton, in Wilmington, NC in conjunction with the North Carolina Department of Labor’s safety school.   On January 23, 1985, NCALGESOs’ request was approved by the North Carolina League of Municipalities Board of Directors to become an affiliate member of the league.

Our Objectives

  • To encourage a closer relationship and a greater degree of cooperation among local governmental employee safety officials;
  • To offer an opportunity to discuss and exchange information, ideas, and experiences to keep informed of current progress in the field of Occupational Safety and Health;
  • To cooperate with the NC Department of Labor and NC Industrial Commission; and,
  • To promote, in general, the interest and welfare of North Carolina local Governments.
